The minimum age for enrollment is 16, though some workforce programs have a minimum age of 18. We serve individuals who have an educational need as well as those who are dislocated, disadvantaged, underemployed, and unemployed. Our service area includes the Southcentral region, though this varies by program and funding source.

Reverend Dr. Leon Sullivan founds the first Opportunities Industrialization Center (OIC) in an abandoned jailhouse in North Philadelphia. The OIC offers job and life skills training to the under-educated and disadvantaged and provides skilled workers for Philadelphia businesses. This model is soon adopted across the country and around the world.
